FCSS Regulatory Guidance Task Order Contract - Task Area 2 Task Order Number:1 1

1. Obiectiisz i The objective of this task is to update Regulatory Guide 5.10, Selection and Use of Pressure-Sensitive Seals no Containers for Onsite Storage of SNM; and Regulatory Guide 5.42, Design Considerations for Minimizing Residual Holdup of SNM in Equipment for Dry Process Operations, to reflect applicable new information, codes, specifications, methodologies, current NRC standards, and other generic guidance.
2. Level of Effort (LOE)

For Planning purposes, it is estimated that this project will take approximately 0.1 full time equivalent (FTE) to complete each Regulatory Guide, for a total of 0.2 FTE. 4. Scope of Work The contractor shall provide technical assistance to NMSS/FCSS/ LIB in developing revisions to the following Regulatory Guides:

b. Regulatory Guide 5.42, Design Considerations for Minimizing Residual Holdup of SNM in Equipment for Dry Process Operations The scope of this effort involves the following:
a. Update references to current regulatiors, particularly 10 CFR Parts 70 and 74
b. Update the guides to reflect applicable new information, codes, specificaiions, methodologies, and consensus standards to describe an acceptable and reasonable approach to comply with pertinent NRC requirements.
c. Identify and assess the cost implications of the proposed changes to each Regulatory j Guide.

information, codes, specifications, methodologies, current NRC standards, and other generic '

guidance.

2. Level of Effort (LOE)

For Planning purposes, it is estimated that this project will take approximately 0.15 full time equivalent (FTE) to complete. The estimated LOE for revisions to Regulatory Guide 4.5 is 8.0 staff weeks.

3. Eeriod of Performance The period of performance for the work specified in this task order shall commence on the effective date of this task order and shall continue for approximately 8-10 months.
4. Scope of Work The contractor shall provide technical assistance to NMSS/FCSS/ LIB in developing revisions to Regulatory Guide 4.5, Measurements of Radionuclides in the Environment Sampling and Analysis of Plutonium in Soil. The scope of this effort involves the following:
a. Update references to current regulations, particularly 10 CFR Parts 20,70, and 76.
b. Perform a review of cur _ rent techniques for soil sampling and soil sample preparation.

Determine if any of the current NUREGICR or Regulatory Guides ( for example those on uranium soil sampling or decommissioning or termination of license) shouid be referenced instead of the current Appendix A. If not, update Appendix A as appropriate.

c. Perform a review of current techniques for analyzing plutonium in soil. Add any recent developments in measurements of radionuclides in the environment sampling and analysis of plutonium in soil that provide acceptable and reasonable alternatives to the l methods endorsed by this guide, and update Appendix B as appropriate.

a. Develop a draft standard review plan for reviewing MC&A programs of Category ll facilities in NRC standard SRP format. The SRP should be consistent with the guidance provided in NUREG 1065, adjusted as appropriate for Category ll material.
b. Incorporate references in the SRP to current regulaitons, particularly 10 CFR Part 70, 10 CFR Part 74, and the proposed amendments to 10 CFR Part 74.
c. Identify and assess the cost implications of the SRP.

The NRC shall provide the contractor with both paper and electronic copy formatted in Wordperfect 8 (if available) of:

a. Regulatory Guide 5.8, Design Considerations for Minimizing Residual Holdup of SNM in Drying and Fluidized Bed Operations . l
b. Regulatory Guide 5.25, Design Considerations for Minimizing Residual Holdup of SNM in Equipment for Wet Process Operations
c. - Title 10, Parts 70 and 74 of the US Code of Federal Regulations
6. Meetinos and Travel All travel associated with this task order shall be approved in advance. All such trael shall result in trip reports, which may be issued separately or as part of the next montWy letter status report.- Copies of separately issued trip reports shall be submitted within 15 days of the ,

completion of travel. It is estimated that a minimum of three trips to.NRC Headquarters will be l needed for the purpose of: (1) discussions with NRC on work requirements of each task order, '

before commencing work; and (2) discussions with NRC staff on development of contractor l products as circumstances warrant. When practical, telephone conference ' calls shall be held in l lieu of meetings at NRC Headquarters.

7. Deliverable Products / Sch_ edule The contractor shall prepare all deliverables in Wordperfect 8, unless directed otherwise, and

. submit this to the NRC with a paper and disk copy as detailed in the schedule below. Draft products will be noted as such by use of a watermark. Final technical reports shall be presented to the NRC in camera-ready" form and ready.for NRC publication.

a. Within six .veeks after issuance of this task order, the contractor shall provide the NRC

.with a praft outline of the proposed format and content for the revised guidance documents on Regulatory Guides 5.8 and 5.25.

b.- Within four weeks after receipt of (a) above, the NRC shall review and provide comments to the contractor,

c. Within four_ weeks after receipt of NRC comments in (b) above, the contractor shall

. provide final document outlines to the NRC.

d. Within three weeks after receipt of (c) above, the NRC shall review and provide i comments to the contractor p e. Within six weeks'after completion of the final outlines in (d) above, the contractor shall provide the NRC with the first draft of the documents identified for development.
