By letter dated February 27,1998 (see the reference), the U. S. Nuclear Regulatory Commission (NRC) forwarded to the United States Enrichment Corporation (USEC) various questions on the certificate amendment requests to Update the Application Safety Analysis Reports (SARUP) for the Paducah, Kentucky, and Portsmouth, Ohio, gaseous diffusion plants.
USEC's responses to questions 1,2, and 3 from the referenced NRC letter are provided in the enclosure.

PGDP/ PORTS In response to concerns about a revised Chapter 3 " Facility and Process Description," a commitment s
was made to have a revised Chapter 3 submitted by October 31,2000. The amendment request needs to be changed to reflect this commitment.
Response
A certificate amendment request; add a condition to the certificates of compliance for both Paducah and Ponsmouth to formalize USEC's commitments related to the Chapter 3 Update effort was submitted to the NRC by letter GDP 98-0059 dated March 30,1998.

PGDP/ PORTS To determine the adequacy of the October 31,2000, end date for the Chapter 3 revisions, provide a detailed schedule outlining milestones with a prioritization of systems and the safety basis for the prioritization.
Response
The systems that have been classified Q, AQ-NCS and AQ in Sections 3.8 and 3.15 of the SARUP submittals (References 1 and 2) for PORTS and PGDP, respectively, have been grouped into six priority levels, with Level I being the highest priority (Hrst worked) and Level 6 being the lowest priority (last worked). 'Irw priority level and the corresponding safety basis are as follows:
Priority Level Descrintion 1
Q structures, systems and components (SSCs), with focus on those systems with automatic actions or features that prevent, mitigate or contain a major release with significant off-site consequences l
2 Q, AQ-NCS and AQ SSCs that have passive design features that mitigate off-site consequences, active features that mitigate onsite or local worker consequences, or alarm functions that provide for operator actions to mitigate accident conditions or reduce accident consequences.
3 AQ-NCS and AQ SSCs that have lesser involvement in hazard or accident mitigation than Priority Levels 1 or 2, but are important to the minimization of accident consequences.
4 AQ-NCS and AQ SSCs that are secondary contributors to hazard or accident mitigation.
5 Facility structures, on-site and off-site warning systems, and other AQ SSCs that have limited consequences associated with their failure.
6 AQ SSCs used for inventory, SSCs that provide event information, SSCs that are specific to on-site protective features, or currently inactive SSCs.
The PORTS and PGDP SSC priorities are shown in Attachment A.
The purpose of this prioritization plan is to enable work to begin on those systems relied upon to l
prevent or mitigate postulated accidents that have the highest source terms and consequences in order to l-promptly discover any differences that could adversely affect the SAR or SARUP accident analysis results or conclusions. This affords prompt identification and timely resolution of any discrepancies that might require changes to the SAR, TSRs, or SARUP submittal.
k CH3Q&R-PSDP/ PORTS March 30,1998 In letter GDP 97-0187 (Reference 3), the plan to update Chapter 3, including key milestones, was described.. As of March 23,1998, the first three milestones (Develop a Detailed Plan and Schedule,
. Project Start, and Form Project Team) have been completed. A schedule showing dates for completion of the updated descriptions and associated Chapter 3 SAR sections is attached. This schedule is based on completion of Priority 1 SSCs by September 2,1998, Priority 2 SSCs by December 3,1998, Priority 3
, SSCs by March 4,1999, Priority 4 SSCs by May 6,1999, Priority 5 SSCs by July 8,1999, and Priority 6 SSCs by September 2,1999. This schedule is consistent with USEC's commitment to complete the update of SAR Chapter 3 by October 31,1999 and to make any necessary changes to the SARUP and SARUP supporting documents by October 31,2000.. Schedule activities to update the SARUP ahd supporting documents will be defined as changes to these documents are identified.
USEC proposes that a meeting to discuss the schedule and detailed approach to the Chapter 3 update be held at the NRC's earliest possible convenience.
