Docket Nos. 50-361 and E0-362 Proposed Changes for SONGS Units 2 and 3 NPDES Permits San Onofre Nuclear Generating Station Units 2 and 3 Pursuant to Appendix B of the Units 2 and 3 Technical Specifications, Section 3.2, Environmental Protection Plan, to Operating License Nos. NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively, enclosed is a copy of the proposed changes to the NPDES Permits CA0108073, Order 94-49, and CA0108181, Order 94-50 for SONGS Units 2 and 3 respectively.

Southern California Edison requested the San Diego Regional Water Quality Control Board (RWQCB) approve an exception to the California State Thermal Plan limit on the discharge temperature from Units 2 and 3.

On February 11, 1998, the RWQCB approved the exception to the State Thermal Plan and proposed

addenda to the Units 2 and 3 NPDES permits. The State 14ater Resources Control Board (SWRCB) must approve any exception to the State Thermal Plan before associated changes may be made to the NPDES permits. On3/10/98,theRWQCB formally requested the SWRCB approve the exception. A copy of the request from the RWQCB to the SWRCB is also enclosed for your information.

The tentative Addendum would allow the temperature of the cooling water discharged from SONG, Unit 2 and Unit 3, to be increased up to 25 F above the natural temperature of the receiving (sea) water.

CA0108181', and any changes therein will be presented to the Regional Board at its February 11, 1998, meeting.

94-49, NPDES No. CA0108073, Waste Discharge Requirements for l

On August 11, 1~994, this Regional Board, adopted Order No,

~94-50, NPDES No. CA0108181, Waste Discharge Requirements for Southern California Edison Company, San Onofre Nuclear Generating Station, Unit 3.

On May 5, 1997, Southern California Edison Company (Edison) submitted an application for a modification of its National Pollutant Discharge Elimination System (NPDES) permit for Units 2 and 3 at the San Onofre Euclear Generating Station (SONGS) to allow an increase in the temperature of the cooling (sea) water discharged to the Pacific Ocean.

By cover letter dated August 6, 1997, and September 8,

1997, Edison submitted additional information for the application for a modification of the NPDES permits.

The process for modifying the NPDES permits for the proposed temperature increase in the cooling (sea) water -requited this Regional Board to consider granting an'eiception to the Wa ter Quality Control Plan for Control of Temperature in the Coastal and Interstate Waters and Enclosed Bays and Estuaries of California (Thermal Plan).

On February 11, 1998, Regional Board adopted Resolution No.

98-03 which approved a Negative Declaration for an exception to the Thermal Plan to allow the temperature of the cooling (sea) water to be increased by a maximum of 25 F before being discharged.

Resolution No. 98-03 was adopted in accordance with the provisions of the California Environmental Quality Act (Chapter 3, Section 21000 et. seg, of Division 13 of the Public Resources Code).

On February 11, 1998,.this Regional Board, after appropriate notice, conducted a public hearing and did grant an exception to the Thermal Plan to allow the temperature of the cooling (sea) water to be increased by a maximum of 25 F before being discharged.

The exception to the Thermal Plan complies with Section l

316(a) of the Federal Clean Water Act.

10.

The issuance of this Addendum is exempt from the provisions of the California Environmental Quality Act (Chapter 3, Section 21000 et. seg. of Division 13 of the Public Resources Code) in accordance with Water Code Section 13389.

11..This Regional ~ Board has notified Edison and all known interested parties of its intent to modify Order No. 94-49 and Order No. 94-50..

This Regional Board in a public hearing heard and considered all comments pertaining to the modification of Order No. 94-49 and Order No. 94-50.

IT IS HEREBY ORDERED THAT:
