Dear Mr. Keiser:

l

On April 4,1998, the NRC completed an inspection at your Hope Creek reactor facility.

l

The enclosed report presents the results of that inspection,- which included focused

l

regional inspector reviews of the fire protection program and the maintenance program

l

implementation.

l

l

Throughout this six week inspection period, your conduct of activities at the Hope Creek

l

. facility was generally characterized by safety-conscious operations, appropriate

maintenance practices, and good engineering support. High standards in the Operations

Department for reactivity management were evident.

During the inspection, three examples of violations of NRC requirements were identified.

.The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances

.

surrounding them are described in detail in the subject inspection report. We recognize

l

that you have recently made significant improvements and modifications that increase the

l

service water system reliability and performance. However, we are concerned that

administrative controls used to ensure the proper evaluation and installation of temporary

j

equipment nearby or supporting the service water system were not being followed in the

l

service water intake structure. Although each example of this problem was minor, the

l

number of these NRC identified-problems suggests that the material condition of the

j

'

service water intake structure may warrant increased management attention.

You are required to respond to this letter and should follow the instruction specified in the

!

enclosed Notice when preparing your response. The NRC will use your response, in part,

to determine whether further enforcement action is necessary to ensure compliance with

regulatory requirements.
