l SUBJECT: NRC INTEGRATED INSPECTION REPORT 50-348/98-01 AND 50-364/98-01.

AND NOTICE OF VIOLATION

Dear Mr. Morey:

On February 21, 1998, the U.S. Nuclear Regulatory Commission (NRC) completed

an inspection at your Farley Nuclear Plant (FNP). The enclosed report

presents the results of that inspection.

During the six-week period. your conduct of activities at FNP was generally

characterized by safety-conscious operations. sound engineering and

maintenance practices, and careful radiological work controls. However, a

violation of NRC requirements was identified involving two examples of

inadequate use of radiological contamination controls during the performance

of maintenance.

The violation is cited in the enclosed Notice of Violation (Notice) and the

s)ecific circumstances surrounding the violation are described in detail in

t1e enclosed report. Please note that you are required to respond to this

letter and should follow the instructions specified in the enclosed Notice

when preparing your response. The NRC will use your response, in part, to

determine whether further enforcement action is necessary to ensure compliance

-with regulatory requirements.

During an NRC inspection cond ted during the period January 11 through

February 21, 1998, a violati 1 of KRC requirements was identified. In

accordance with the " Genera Statement of Policy and Procedure for NRC

Enforcement Actions," NURE -1600, this violation is listed below:

Technical Soecifications 6.8.1.a requires that applicable written procedures

recommended in Appendix of Regulatory Guide 1.33 Revision 2, dated February

1978, shall be establis ed implemented, and maintained. Regulatory Guide

1.33. Appendix A. Sect)on 7.e(4) recomends Radiation Protection procedures

specifically for contaMnation control.

FNP-0-M-001.HealthfhysicsManual. Revision 13,datedJuly 14, 1995,

paragraph 6.4.2. required that. materials being removed from a contaminated 1

area must be either/1) surveyed by Health Physics personnel as they are being I

removedfromtheapea,or2)placedinaRadioactiveMaterialsbagand

transported to an , appropriate location to be surveyed. Paragraph 6.10 stated '

" Step off pads (50P's) will be provided at points where protective clothing is

to be removed."
