-Response to Request for Additional Information TAC Nos. M97262 and M97263 By letter dated October 22, 1996, Duke Energy submitted a proposed technical specification amendment for McGuire Units 1 and 2.

The proposed amendment would allow continued unit operation at elevated containment lower compartment temperature for a period not to exceed 72 cumulative hours.

Please find attached additional information regarding the subject amendment which was requested by NRC letter dated May 7, 1997.

A list of equipment within the scope of 10CFR 50.49, Environmental qualification of electric equipment important to safety for nuclear power plants and located in the containment lower compartment area has been provided

.previously as Duke Power Company, McGuire Nuclear Station Response to NUREG-0588, Attachment 1.

2.

Provide the qualification pressure and tosperature test profiles (in the form of curves) for the equipment listed in Item 1 above.

Do these environmental qualifications (EQ) test profiles for accident and post-accident conditions for each piece of equipment listed in Item 1 above envelope the revised EQ accident and post-accident temperature / pressure profiles?

If not, identify and provide justification for each case in which the EQ test profile does not envelope the revised accident and post-accident profile.

Justification _ involving the accident portion of the profiles'should include information other than Arrhenius methodology.

In lieu of providing the qualification pressure and temperature test profiles for all the equipment from question 1 above, the items below have been selected, as agreed to in our June 19, 1997, teleconference, as representative for groups of similar components located in the containment lower compartment area. The qualification test profiles for these items are supplied as attachments as follows:

Barton 764 transmitter (attachment 1)

MINCO RTD (attachment 2)

Rotork valve operator (attachment 3)

Valcor V526~ solenoid valve (attachment 4)

Okonite EP/Hypalon control cable (attachment 5)

A comparison'of accident temperature profiles for both the 125 degrees F and 135 degrees F initial condition are provided.as-attachment 6.

The Large Break LOCA and Main Steam Line Break-(MSLB)'inside containment temperature profiles (with containment initial temperature of 135-

~ =

, degrees F) are also provided as attachment 7.

The more

  • severe' initial temperature profile results from the MSLB during blowdown of the faulted steam generator.

Following the blowdown period, containment' temperature drops rapidly and the long term containment temperature is less than the LOCA profile. A comparison of these attachments indicate that the environmental qualifications test profiles for accident and post-accident conditions for each piece of equipment listed above envelope the revised EQ accident and post-accident temperature / pressure profiles.

The profile used for qualification of equipment is developed by combining the highest temperature (from LOCA or MSLB) versus time.

Discuss how historical containment temperature data is used to demonstrate that the effect of the proposed toeparature increase would not reduce the qualified life of components.

Step 1:

Containment temperature data stored on the Operator Aid Computer is extracted in order to determine a representative annual effective temperature which is the daily average containment temperature.

The daily average temperature is a linear average of hourly temperature readings.

On any given day, the temperature within containment will vary only 2-3 degrees F as a result of external temperature variations.

i Because the temperature variation is so small during any 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period, the linear average temperature was used in the calculation.

The linear average temperature was taken from Unit 1 during the period of November 1, 1995 to October 31, 1996 and is provided as attachment 8.

This period is i

notable because it is dominated by time at power with only 40 outage days incurred, Unit 1 has historically operated with the higher containment temperature, and the data period is prior to the Unit 1 steam generator replacement outage after which a significant reduction in containment heat load was achieved.

A degradation weighted average was determined using the Arrhenius methodology.

An activation energy of 0.5eV was used, representing a more temperature sensitive material, polyimide.

Each day was considered an interval with the daily average temperature representing the temperature during that interval.

The average was performed over the data period November 1, 1995 to October 31, 1996 using the following expression:

Step 2:

A hypothetical containment temperature of 135 degrees F is substituted for the actual data for the last 30 days and the degradation weighted average determined again.

The 30 day time period coincides with river water temperature peaking.

An effective annual temperature of 114 degrees F is determined for this case.
