REQUEST FOR ADDITIONAL INFORMATION REQUEST FOR EXEMPTION FROM OFFSITE EMERGENCY PLANNING REQUIREMENTS (TAC NO. M99015)
Dear Mr. Mellor:
We are continuing our review of your proposed changes to your requested exemptions from emergency plannin0 requirements, as detailed in your letter to us dated May 30,1997.
However, in order for us to independently evaluate your conclusion that the spent fuel stored at Haddam Neck would not be susceptible to a zircalloy fuel clad fire and would not result in offsite radiological dose consequences in excess of Environmental Protection Agency Protective Action Guides, should the spent fuel pool be drained of all water, we require site-specific dimensions and construction information partaining to the Haddam Neck wet spent fuel storage system. The information needed is listed in the attachment. This request affects nine or fewer respondents and therefore,is not subject to Office of Management and budget review under P.L.96-511. In accordance with 10 CFR 50.30(b),
your response must be executed in a signed original under oath or affirmation.

ASSESSMENT OF THE LOSS OF WATER FROM THE SPENT FUEL POOL AT HADDAM NECK As part of the submittal review, corJirmatory calculations will be performed regarding the maximum temperature of the spent fuel given the water of the poolls completely drained.
To expedite the process, please provide the following information in the designated units.
Provide any variables that are dependent on temperature at 533'K [500*F] and 700*K
[800*F]. State all assumptions made and provide drawings,if necessary. If approximate values are provided, indicate the degree of certainty conservatively applied to the value.
For each batch of assemblies, provide the following information:
