APPROVAL OF 3 MONTH EXTENSION FOR SERO TRAINING AT THE HADDAM NECK PLANT (TAC NO. M99015)

Dear Mr. Mellor:

By letter dated December 18,1997. Connecticut Yankee Atomic Power Company (the licensee) provided additional information with respect to the proposed Defueled Emergency Plan for the Haddam Neck Plant (HNP). Along with the information provided in the letter the licensee also requested a 3-month extension in conducting training of the Station Emergency Response Organization (SERO).

The extension of training for the SERO is being requested by the licensee because the implementation of the Defueled Emergency Plan has been delayed while waiting for approval of the plan from the NRC. The licensee had focused training efforts on the proposed Defueled Emergency Response Organization (DERO) in anticipation of implementation of the DERO in late 1997. Subsequently, limited training specific to the SEP.O has been conducted in anticipation of the termination of SERO with implementation of the DERO.

The licensee stated that many of the injividuals who have been traincd on the DERO are enembers of the SERO, and SERO training drills were conducted in Mar :h and April of 1997.

During the week of April 21,1997, an inspection of the licensee's emergency preparedness program was conducted t,y Region I staff. NRC Inspection Report No. 50-213/97-03, concluded that the licensee continues to maintain ihe emergsney preparedness program in accordance with regulatory requirements.

On the bases of the positive findings from the April 1997 inspection, the conduct .f SERO drills in March and April of 1997, and the fact that emergency plan training has been ongoing, the licensee % .equest for a 3 month training extension is granted.
