Gentlemen:
SUBJECT: NRC INSPECTION REPORT N05, 50-325/91-01 AND 50-324/91-01
This refers to the inspection conducted by Richard L. Prevatte of this office on
January 1 - 31, 1991. The inspection included a review of activities authorized
for your Brunswick facility. At the conclusion of the inspection, the findings
were discussed with those members of your staff identified in the enclosed
inspection report.
Areas examined during the inspection are identified in the report. Within these
areas, the inspection consisted of selective exarinations of procedures and
representative records, interviews with personnel, and observation of activities
in progress.

Based on the results of this inspection, certain of your activities appeared
to be in violation of NRC requirements and are under consideration for escalated
enforcement action in accordance with the " General Statement of Po' icy and
Procedure for NRC Enforcenient Actions" (Enforcement Policy),10 CFR Part 2,
Appendix C (1990).
The violation pertains to failure to follow procedure,
which resulted in a reactor scram on January 25, 1991. We are concerned about
the apparent lack of management controls of work process.
Accordingly, no
Notice of Violation is being issued at this time, and no response to this
letter is required.
However, please be advised that the characterization of
the apparent violation described in the enclosed inspection report may change
as a result of further NRC review.
An Enforcement Conference to discuss this
violation Will be scheduled by separate correspondence.
You will be advised by
separate correspondence of the results of our deliberations on this matter.
In accordance with 10 CFR 2.790, of the NRC's " Rules of Practice," a copy of
this letter and its enclosures will be placed in the NRC Public Document Room.
