A contractor visitor required to have an escort, inadvertently became separated from his escort within the Protected Arsa for approximately 30 minutes. The badgad contractor personnel assigned as escort, was given a work assignment in a different location and left the visitor unescorted. A USNRC Inspector noticed the unescorted visitor and immediately accepted escort duties and notified the Station Security Force about the event.

The badged contrutor escort did not comply with the escort duties.

From a risk perspective, this Security event did not increase the probability of an initiating accident that would require tha plant safety systems to mitigate the consequences of the accident.

The following previous occurrences were found to be applicable to this event: " Unescorted Visitor found by a USNRC inspector" is related in titto only as the unescorted violation occurred due to only a 1 minute time delay. " Violation of Visitor Escort Procedures" is related in title only as both escorts allowed more than the permitted number of visitors into a vital area.

This event is submitted pursuant to the requirements of 10CFR 73.71, Physical Security.

A. PLANT CONDITIONS PRIOR TO EVENT:

Event Date/ Time 08 15-97 /1040 B. DESCRIPTION OF EVENT:

On Augt at 15,1997 at 9:50 a.m., a contractor pipe fitter / welder visitor, was escorted by the Contractor Supervisor of the weld testing area during his welding activity. The Contractor Supervisor turned over the escort duties to a badged contractor pipe fitter / welder, in the same area. At 10:00 a.m. the contractor craft personnel went to the morning break area which ended at approximately 10:10 a.m. At the end of break, the contractor escort made a misjudgment when he did not continue his escort duties of the visitor, as he was assigned other work.

Af ter break, the contractor visitor returned back to the weiding booth unescorted and continued with the weld testing activity. He remained there until 10:40 a.m. (approMmately 30 minutes) when a USNRC inspector approached him and asked where his escort was. Since the escort had been assi0 ned other duties, he was not imrnediately available. The USNRC inspector accepted escort duties and called Station Security, which dispatched a Security Supervisor to assess the event.

Appropriate Security procedures were implemented by Station Security Supervision personnel to regain control of the visitor and escort personnel, who were eventually removed off site at 12:19 p.m. Both individuals are currently on administrative hold and written warnings were placed in their employment files per Bechtel Site Policy.

An ENS phone call was completed at 1141 hrs., which was within one tour of the notification to the Station Security Depe" ment. Also, notification was made to USNRC on site, Byron Station Duty Officer, Corporate Nuclear Duty Officer and the Station Manager.

This report is submitted pursuant to the requirements of 10CFR 73.71, Physical Security.

C. CAUSE OF EVENT:

The badged contractor escort did not comply with the escort duties.

D. SAFETY ANALYSIS:

This area is not applicable to Security Event Reports. From a risk perspective, this Security event did not increase the probability of an initiating accident that would require the plant safety systems to mitigate the consequences of the accident. The safety of the plant and the public was not affected by this condition.

E. QORRECTIVE ACTIONS:

Immediate Corrective Actions:

The USNRC took control of escort duties.

Station Security responded and implemented security procedures to contiol the event.

The visitor and his escort were escorted off site and placed on temporary hold.

Corrective Actions to Prevent Recurrence:

The badged contractor escort was counseled on the escort and visitor site requirements by Bechtel Supervision on 8/15/97.

The Lodged contractor escort was re trained regarding escort and visitor duties by Burns Security Supervision on 8: 15/97.

Bechtel Supervision re trained all field craft personnel, including the escort and visitor.

Bechtel Supervision re trained all management personnel.

Bechtel QA performed a surveillance en all visitor's under Bechtel's escorts and found no other violations.

Bechtel Corporation to perform a follow-up surveillance on various Bechtel escorts and their duties to determine program adherence. This item to be tracked by NTS 454-181-97-CAQD00001 01.

454 20197-CAOD 02232 " Violation of Visitor Escort Procedures" The Reportability Manual was reviewed for this event and deemed that this event was not reportable. This event was related in title only, as both escorts allowed more than the permitted number of visitors into the vital area. The escorts involved were counseled by the Security Force as to the importance of visitor escort responsibilities.
