l SUPPORTING AMENDMENT NO. 9 TO l

l FACILITY LICENSE NO. R-113 l

UNITED STATES GEOLOGICAL SURVEY DOCKET NO. 50-274 10 INTRODUCTION l

By letter dated March 6,1998, as supplemented on April 1,1998, the United States Geological Survey (USGS or the licensee) applied for an amendment to the operating license for its TRIGA research reactor located in Denver, Colorado. The licensee requested j that the license reporting requirements be updated. l l 2.0 EVALUATION The licensee has requested changes to license condition 3.D., Reports. The licensee requested that the submission of written reports be updated and changed from the Director, Division of Reactor Licensing (with a copy to the regional compliance office in some cases), to the Document Control Desk. The licensee also requested that the submission of telephone or telegraph reports to the regional compliance office be updated and changed to telephone or facsimile reports to the NRC Operations Center. On July 2, 1997, the non-power reactor inspection program was transferred for licensees in Region IV from the region to the Office of Nuclear Reactor Regulation. The region informed the USGS of the change and instructed the USGS to direct correspondence, reports, and inquiries regarding non-power reactors to the Non-Power Reactors and Decommissioning Project Directorate at Headquarters. The staff finds that these changes are administrative in nature, updates the reporting requirements in the license, and are therefore acceptable to the staff.

The licensee has also requested that the reference to " reporting by telegraph" be changed l

to " reporting by facsimile." This change updates the communications methods used to contact the NRC to reflect changes in technology. The timeliness of reporting or the

ontents of reports are not affected by this requested change. The staff finds that this change is administrative in nature and is therefore acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51,22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

L The staff has concluded on the basis of the consideretFns discussed above that l (1) because the amendment does not involve a significant increase in the probability or j consequences of accidents previously evaluated, or create the possibility of a new or

. different kind of accident from any accident previously evaluated, and does not involve a

significant reduction in a margin of safety, the amendment does not involve a significant hazards consideration; (2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed activities; and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or the health and safety of the public.
