PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-155 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or pub'iic interest significance.

The information presented is as initially received without verification or evaluation l

and is basically all that is known by IE staff on this date.

Facility: Metropolitan Edison Company Three Mile Island Unit 2 (DN 50-320)

Middletown, Pennsylvania

SUBJECT:

EXTENDED SHUTDOWN DUE TO REPLACEMENT OF UNDERSIZED MAIN STEAM LINE RESTRAINTS Twelve main steam line mechanical restraints were identified by the f acility's AE to be under-designed.

The restraints may not function properly in the event of a plant trip from 100% power due to the in-stallation of faster-closing turbine trip valves than assumed in the original safety analysis.

The restraints have been analyzed to be adequate up to approximately 30% power.

The plant has not operated beyond that power level to date.

The plant is presently shutdown for modification and testing of steam generator safety valves.

The current outage will be extended about 10 days to replace the undersized restraints upon completion of safety 3

valve testing'.

This Preliminary Notification is issued for information.

Media interest is not expected because the facility has already been shutdown for four months for other reasons.

The Commonwealth of Pennsylvania has been informed.

A routine weekly press release is planned by the licensec.

NRC, Region I, (Philadelphia) received notification of this occurrence by a telephone call from the Station Superintendent at 1:50 p.m., August 29, 1978.
