MOISTURE INGRESS AT FORT ST. VRAIN (TAC NO. 59936)
The staff and it's contractor, Los Alamos National Laboratory (LANL), have completed their review of your plans for modifications to reduce moisture
-ingress into the reactor vessel at Fort St. Vrain (FSV).
Our review was pri-marily based on your submittal dated March 12, 1985 (P-85082), and other submittals as referenced in the enclosed Safety Evaluation (SE) and Technical Evaluation Report (TER).
The staff had issued an SE on this topic on March 14, 1986.
The subsequent work has involved a more complete and thorough evaluation of this problem area.
Part of this work was performed by Advanced Science and Technology Associates, Inc. (ASTA), a subcontractor to LANL.
The ASTA report was trans-n:itted to you by a separate letter dated June 16, 1987.
This review covered the moisuture ingress problem from a historical perspective..It also addressed the effects of moisture ingress on plant materials and structures.
The key recommendations made by LANL include periodic inspection and preventive main-tenance on pertinent components.
LANL also recommended that operational performance be upgraded and the reliability of the power distribution system be improved to reduce the frequency of moisture ingress occurrences.
The staff concurs with these recommendations.
These documents complete our work under TAC No. 59936.
