I support transferring the responsibility for advising the Director of RES and the Commission on research matters to the ACRS. In my opinion, the ACRS has been performing this function already within their scope and budget as the licensing workload has decreased. For this reason I do not support any increase in resources budgeted for the ACRS.

' SAFETY RESEARCH REVIEW COMMI'ITEE (NSRRC)

The Commission has approved Option 2 - transfer of the research

- advisory function to the ACRS. The Commission believes that the 3 FTE cut in the ACRS FY 98 budget can-be partially offset by the 1 FTE transferred with the NSRRC function.

The ACRS should take an active rolc in reviewing ongoing Research ,

program initiatives, such as those discussed in SECY-97-075 and 4

SECY-97-167. In this role, the ACRS should examine the need, i scope, and balance-of the reactor safety research program. The ACRS should also consider how well the Office of Research anticipates research needs and how it is positioned for the changing environment, and recommend whether the NSRRC function is still needed.
