Since 1988, the RES management has been strengthened and the research planning has become formalized to involve the user offices in ensuring that the user omce's needs are met. Additional guidance for improvements in planning, execution and accountability have been provided by the Strategic Plan (DSI 22). The ACRS is capable of conducting the functions of the NSRRC. I approve the Option 2 recommended by the staff; I recommend that the ACRS reevaluate whether the NSRRC function is needed to provide a better focused reactor safety research program.
