The Nuclear Regulatory Commission staff has requested that Sargent & Lundy (S&L) prepare and submit on the docket periodic reports on the status and expected completion of the Millstone Unit 3 ICAVP. This is the seyanth such report and covers the period ending 3/13/98. No reports were issued in February; however, public status meetings were held on February 13 and March 3 at Millstone Station. I have also included with this report copies of the presentation handouts

from those meetings for the public record.

STATUS The slides used during the monthly ICAVP status meetings have been updated to provide the status through 3/13/98 and are enclosed.' A summary of that information is highlighted below:

I T.lE.1 The original scope of review activities under Tier 1 is complete. The remaining items currently being reviewed are associated with the four new modifications for the RSS system which were identified in early February and added to the ICAVP scope by the NRC Staff. In addition, some reviews associated with the corrective actions from the NRC inspection of the S&L Tier 1

process are also being completed. The specific list of remaining items is included in the slides.

The corrective action implementation review is continuing based on the receipt of the closure package information. NU is in the process of providing the remaining 20 full or partial closure package informationc We are approximately 80% complete with this aspect of the review. There are 6 CA documents which NU will not complete until NU is ready for Mode 2. Since this will not support the expected completion of the ICAVP and the preparation of the final report, it is recommended that these CA documents be included in the NRC's Corrective Action Inspection.

We suggest that this be discussed in a future meeting or conference call. We expect to complete our review two weeks after we receive the remaining documents.

Tier 2 Discovery for the Tier 2 review being performed by the S&L Accident Review Group (ARG) is complete. S&L issued 50 Discrepancy Reports during this review. NU has responded to 48 of j

them, and 39 are considered closed.

Tier.3 The Tier 3 review is also complete. The review of the current change processes, the review of i

past changes, and the review of NU's implementation of their current change processes are complete. Also the review of the NRC sample of corrective action documents is complete. S&L Issued 103 Discrepancy Reports during this review. NU has responded to 79 of them, and 53 are considered closed.

Discrepancy Reports i

The last several slides from the enclosed status summary provide details on the preliminary i

DRs, the NU provided resolutions, and the S&L review of those resolutions. NU has responded i

to approximately 85% of the 957 issued preliminary DRs and S&L has reviewed approximately 80% of the NU responses.. Of the 957 preliminary DRs issued,537 tre considered closed, and j

134 have been retumed to NU with comments or a request for additional information. Twice i

weeltjy conference coils are being held to resolve the more difficult technical DRs. However, at i

the current resolution rate and the ramber of yet to be resolved DRs, it is anticipated that DR resolution process will continue through at least 3/27/98. The final report will be issued approximately two weeks after the completion of the resolution process.
