PROPOSED STRATEGY FOR DEVELOPMENT OF REGULATIONS GOVERNING DISPOGAL OF HIGH-LEVEL RADIOACTIVE WASTES IN A PROPOSED REPOSITORY AT YUCCA MOUNTAIN, NEVADA The Commission (with Chairman Jackson and Commissioners Dicus and Diaz agreeing) approved the staff's proposalin Altemative 1 to draft a new, separate part of the regulations that would apply solely to the proposed Yucca Mountain repository. They also agreed to defer updating the generic requirements in 10 CFR Part 60 to a later date. Commissioner l

McGaffigan disapproved Attemative 1 and would have preferred that Part 60 be revised. This Commission Voting Record was revised to include. Commissioner McGaffigan's memorandum to the Secretary deled March 10,;1998:

X 2/2/98 COMMENT RESOLUTION in their vcte sheets, Chairman Jackson and Commissioners Dicus and Diaz approved the staffs proposal in Alternative 1 to draft a new, separate part of the regulations that would apply solely to the proposed Yucca Mountain repository. They also agreed to

defer updating the generic requirements in 10 CFR Part 60 to a later date.

Commissioner McGaffigan disapproved Alternative 1 and would have preferred that Part 60 be revised to apply to Yucca Mountain because he believes that Alternative 2 poses significantly less litigative risk and will consume fewer rasources in the long run.

All Commissioners supp;rted the use of an all-pathways rs.dc cion dose standard in the j

range recommended by the ICRP and opposed any separate implementation of a groundwater standard. Subsequently the comments of the Commission were incorporated into the guidance to staf. _s reflected in the SRM issued on March 6, 1998.
