Commissioner McGaffigan disapproved Alternative 1 and would have preferred that Part 60 be revised to apply to Yucca Mountain because he believes that Alternative 2 poses significantly less litigative risk and will consume fewer rasources in the long run.

range recommended by the ICRP and opposed any separate implementation of a groundwater standard. Subsequently the comments of the Commission were incorporated into the guidance to staf. _s reflected in the SRM issued on March 6, 1998.
