' INTERNAL TORUS DESIGN TEMPERATURE

' Gentlemen:

SUMMARY

In accordance'with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, Carolina Power & Light Company (CP&L) hereby requests a revision to the Technical

' Specifications (TS) for the Brunswick Steam Electric Plant (BSEP), Unit Nos. I and 2.

The proposed changes c.orrect a reference in TS 5.2.2(b) to the maximum internal torus temperature.

DISCUSSION

- Technical Specification 5.2.2(b) currently states that the maximum internal torus temperature is, by design,200*F. However, Updated Final Safety Analysis Report 1(FSAR) Sections 6.2.1.1.1 and 6.2.2.3 state that the maximum internal torus temperature is, by design,220*F. In addition, the original FSAR, updated through Amendment No.16, lists 220 F as the design temperature of the drywell. A review of design reports indicates that 220'F is the correct design temperature. Therefore, TS 5.2.2(b) is revised accordingly.

SIGNIFICANT HAZARDS ANALYSIS The Commission has provided standards in 10 CFR 50.92(c) for determining whether a significant hazards consideration exists. A proposed amendment to an operating license for a facility involves no significant hazards consideration if operation of the facility in accordance with the proposed amendment would not: (1) involve a significant increase in the probability or consequences of an accident previously evaluated, (2) create the possibility of a new or different kind of accident from any accident previously evaluated, i

or (3) involve a significant reduction in a margin of safety. Carolina Power & Light l

Company has' reviewed this request and determined that:

1.. The proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated. This change appears to be similar to example (i) of the Commission examples (51 FR 7751) of actions U

This change is made to correct an error which was apparently introduced when BSEP switched from custom to standard format TS. The change has been reviewed and compared with design information and has been found to be correct. There is no increase in the probability or consequences of any accident previously evaluated.

The proposed amendment does not create the possibility of a new or different kind of accident from any accident previously evaluated. As stated above, this change is a purely administrative change intended to correct an apparent typographical error. The design bases specified in the FSAR are unchanged.

The proposed amendment does not involve a M nificant reduction in the margin 3

of safety. This change merely incorporates the' correct torus design temperature into the TS, and is similar to example (i) of Commission guidelines for changes involving no significant hazards consideration. The design bases specified in the FSAR are unchanged.

Based on the above reasoning, CP&L has determined that the proposed change' involves no significant hazards consideration.

ADMINISTRATIVE INFORMATION The revised BSEP TS pages are provided in Enclosures 1 and 2. The Company has evaluated this request in accordance with the provisions of 10 CFR 170.12 and has

-determined that a license amendment application fee is required. A check for $150 is enclosed in payment of this fee.
