Boise Interagency Fire Center (BIFC).to be dispatched to-the site. kith _ radio equipment-for promptly-establishing an off-site communications network between-the Emergency Operations Facility and the Faderal off-site monitoring-team.
To accomplish this goal, the NRC had a communications survey conducted by BIFC for each site nationwide. This' survey identifie:! the requirements for emer '
l gency radio-communication and any pre-installed equipment that would-bei

-necessary.
The communications survey was conducted ct the Calvert Cliffs facilities by an NRC contractor representative on May 2, 1985.
Based on this survey, NRC Region I is now initiating arrangements _for the installation-of contingency _ emergency telecommunications equipment:at the Calvert Cliffs facilities. We are seeking your cooperatio'n and assistance in a
establishing this capability. Your assistanc'e is requested to obtain (1) a i
cost estimate for the installation of additional telephone circuits'in the Emergency Operations Facility-(EOF), and (2)' permission for.the NRC:to install-temporary antennas during emergencies, or as described below..The circuits and

antenna locations are essential. elements of our emergency telecommunications
-plan for Calvert' Cliffs, It should be noted that communications equipment, l
other than the additional telephone circuits necessary to. support them will only be. installed at the communications sites in the event of kn actual emer-gency or NRC participation drill and will be removed immediately;at the termi-
' nation of the emergency or drill.

.q We' are. seeking a BG&E cost estimate for labor and material.to permanently.
establish three pair of two wire telephone circuits from the NRC room in the E0F to any convenient location in the microwave room in the northeast cori1er of
/
the EOF building.
These circuits should be "hard wired" through any, inter-l connecting telephone switching circuits to insure that they function regard-i less of switch loading.
The lines should be terminated at both ends with
~4 WE-724 connectors and should be marked for "NRC Emergency Use Only".
These j
lines will allow installation of the base station equipment required to i
establish communications from the E0F to the NRC repeater system.- The WE-724.-
connectors will be supplied by the NRC.
