CRYSTAL RIVER REQUALIFICATION EXAMINATION REPORT 302/0L-87-03 The NRC administered examinations on May 19-21, 1987, to employees of your company who hold licenses to operate the Crystal River Nuclear Plant.

the conclusion of the site visit, preliminary findings on the operating I

examinations were discussed with those members of your staff identified in l

the Examination. Report, Enclosure 1.

The NRC also utilized the pilot requalification program in observing your training staff prepare, administer and grade written requalification

examinations.

An' evaluation of Crystal River's requalification program, based on the results of the facility administered written examinations and the NRC administered operating examinations is included in this report as Enclosure 2.

This evaluation found the Crystal River requalification program to be satisfactory, though some improvements in examination developnent can be made.

Details are provided in Enclosure 2.

Oral examinations were administered to four operators and four senior operators all of whom passed.

The facility administered written examinations to four R0s and six SR0s, all of whom passed with'the exception of one R0.

Based on the results described above, three of four R0's passed and six of six V

SR0's passed.

Exit Meeting At the conclusion of the site visit the examiners met with representatives of the plant staff to discuss the results'of the examination.

There were some generic weaknesses noted during the oral examinations.

The: areas of. below normal performance were knowledge of radiation detection theory and use of. inplant computers for boron calculations.

The ' cooperation given to the examiners and the effort to ensure an atnosphere 'in' the control room conducive to oral examinations was also noted and appreciated.

-The licensee did not. identify as proprietary.any of the material provided to or reviewed.by the examiners.

Overall Program Evaluation Satisfactory.

Weaknesses noted in the development and administration of the written examination by the facility were lack of " depth of understanding" questions (particularly theory and procedures) for SR0s, and too limited a scope /anount of questions to rationalize giving a six hour written examination.
