SUBJECT:
10 CFR 55 INITIAL LICENSED OPERATOR EXAMINATION REQUIREMENTS, PROPOSED RULE We have reviewed the subject proposed rule for compliance with the Paperwork -
Reduction Act of 1995 (44 U.S.C. 3501 et seq.) and concur in the rule provided that the following change is made:
I Replace the 555.8, "Information Collection Requirements: 0MB Approval" section with Attachment 1).
In our January 22, 1997, memorandum to you, we sug collection indicated in the preamble to the Ifrule, gested a facility that the information licensee
' proposes to deviate from the specific guidance contained in NUREG 1021, it should obtain NRC staff approval of the deviations," be added to the rule.
This information collection has not been included and therefore cannot be considered a licensee requirement.
Our. staff is continuing to work with the Operator Licensing Branch (OLB) to develop an OMB clearance package for the proposed rule. Publication of the rule is on hold with the Office of Administration pending IRM's approval of the clearance package and inclusion of the attached change to section 55.8.

l In section 55.8. modify paragraph (b) as follows:
(b)- The approved information collection requirements contained in this part appear in $555.40, 55.45, 55.53, and 55.59.
(This change is in lieu of the change to 55.8(c)(4) requested in our January
- 22. 1997, memorandum, based on a decision reached with NRR to clear this collection under Part 55 instead of under the separate R0 and SRO clearance package.)
