NRC INSPECTION REPORT NO. 50-289/98-01

Dear Mr. Langenbach:

On March 21,1998, the NRC completed an inspection at your Three Mile Island 1 reactor

facility. The enclosed report presents the results of that inspection.

GPUN operated TMI-1 safely over this period. Operators performed routine activities veell.

Plant management demonstrated excellent tracking and concern for minor increases in the

unidentified reactor coolant system leakaga. Following self-identification of a minor non-

safety significant missed technical specification sampling requirement on the spent fuel

pool, your staff focused too narrowly on the root cause as documented in LER 98-002. As

such it is our understanding that you will submit a revision to this LER focusing on licensed

,

operator controls over technical specification requirements.

Your staff conducted the observed maintenance, surveillance, engineering, and plant

support activities well. We noted strong system engineer performance with rerpect to

questioning previous assumptions on the need for emergency core cooling sys'.em . flow

instrumentation in support of system operability. Plant housekeeping improvad except

,

management attention is warranted to reduce the accumulation of oil aroun; the

emergency diesel generators.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room (PDR).
