Dear Mr. Anderson:
On February 7.1998, the NRC completed an inspection at your Crystal River 3
reactor facility. .The enclosed report presents the results of that
inspection.
During the 5-week period covered by this inspection period, your conduct of
activities.at your Crystal River facility was generally characterized as.
adequate. We are concerned, however, about five violations of NRC
. requirements that were identified in the areas of Operations and Engineering.
These violations are cited in the enclosed Notice of Violation, and the
circumstances surrounding the violations are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when:
preparing your response.
The NRC will use your response, in part to
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
In ' addition. this inspection report describes a Non-Cited Violation, in
Section R1.1. concerning the. failure of a contractor to conduct required walk-
through training. A synopsis of the NRC's investigation of this matter is
provided in Enclosure 3.
