SUBJECT: NRC INSPECTION REPORT 50-382/98-05 AND NOTICE OF VIOLATION
Dear Mr. Dugger:
From February 2-6 and February 10-12,1998, a routine security inspection was conducted at
your Waterford Steam Electric Station, Unit 3 reactor facility. The enclosed report presents the
scope and resuns of that inspection.
Areas examine 1 during this inspection included portions of your physical security program as
identified in this report.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice) and the
circumstance surrounding this violation is described in detailin the enclosed report. Please note
that you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
In accordance with Part 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure (s) will be placed in the NRC's Public Document Room.
