Quad cities Station Units 1 and 2 LPCI Flow Technical Specification Change NRC Docket Nos. 50-254 and 50-265

Dear Mr. Denton:

Pursuant to 10 CFR 50.90, Commonwealth Edison (CECO) proposes to amend Facility Operating Licenses DPR-29 and 30, Appendix A, the Technical Specifications for Quad Cities Units 1 and 2, respectively. The proposed amendments provided in Attachments 1 and 2, modify the Low Pressure Coolant Injection Pump (LPCI) flow test requirements from the current.three pump test demonstrating a 14,500 gpm flow rate to a two pump test demonstrating a

.9000 gpm flow rate. This change is a result of planned modifications to the LPCI pump minimum flow valve control logic in response to the referenced I.E. Bulletin.

Attachment 3 provides a more detailed description of the proposed Technical Specification changes as well as the technical basis for the changes. Attachment 4 provides General Electric's evaluation of the proposed logic modification and revised flow test requirements with respect to the Loss-of-Coolant Accident. Our review of the proposed changes with respect to the critieria in 10 CFR 50.92 has determined that No Significant Hazards Consideration (NSHC) exists as documented in Attachment 5.

The proposed amendments have been on-Site and off-Site reviewed and approved. Ceco has notified the State of Illinois of our request and our determination of NSHC by providing a copy of this letter and the attachments to the designated State Official.

In accordance with 10 CFR 1~10, a fee remittance in the amount of

$150.00 is enclosed.
