{sy XRC'is edaducting a special appraisal of these facilities at all~ operating

uda9r power reactors. The objectives of.these appraisals are to determine

- that ON ERFs' are capable 'of_ performing those. functions needed to assist >
licensecs in taking adequate protective measures in' the ' event of a
radiological emergency'and assure the' requirements in Supplement-1 to
JNUREG-0737 have been satisfied. We will use-the findings from:these
appraisals as a basis not only for requesting individual licensee action to
' correct deficiencies, but. also for effecting improvements in NkC requirements
.
and guidance.

During the period July'22 through.25,-1986,.the NRC. conducted a special.
appraisal of the-ERFs at San Onofre Nuclear Generating . Station (SONGS) Unit 1.
Since the Emergency Operations Facility'(EOF) was addressed during the Units
2/3'ERF' appraisal, only the Technical Support Center (TSC) and Operations
Support Center.(OSC) were' included in'this apprais&l. Areas e'xamined during
this appraisal have- been. described in' the enclosed report (50-206/86-23).
Within these' areas, the' appraisal team'revie'wed selected procedures and
records ~, inspected the facilities and equipment / supplies, observed simulated
'
use of the equipment and supplies 'and interviewed personnel.
No deficiencies or violaticns of NRC requirements were identified during this
e
appraisal. However, a number of ~ open items. and improvement items have been
.
. identified in the attached report. The open items will be followed during the
course of our routine inspection program.

will be placed-in-the NRC Public Document Room.
