Gentlemen:
This refers to the anncunced preoperational physical protection inspection con-
ducted by Messrs.
J. L. Belanger, J. R. Kniceley, and Ms. G. M. Christoffer of
this office on September 2-5, 15-19, and 22, 1986, of activities at the Braidwood
Nuclear Power Station, Unit 1, authorized by NRC Construction Permit No. CPPR-132
and to the discussion of our findings with Mr. E. E. Fitzpatrick at the conclusion

of the inspection.

The enclosed copy of our inspection report identifies the functional areas
of your approved security plan examined during this inspection. Within these
areas, the inspection consisted of a selective examination of procedures
and representative. records, observations, and interviews with personnel.
The inspection showed that several key elements of the security program were
not adequately implemented.
These areas related to the security computer
system / security alarm response, lighting /CCTV surveillance capabilities
during night hours, vital area barriers, and the emergency power supply
for th2 security system. Our concerns in these areas were discussed at
the exit meeting, at which time we stated that our review showed that the
security program, implemented at that time, could not support fuel load.
Our next inspection of the security program was scheduled for the week of
September 29, 1986.
Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to Part 73, Title 10, Code of Federal Regulations,
Section 73.21(c)(2). This information must be handled and protected in
accordance with the provisions of 10 CFR 73.21.
Consequently, our report of this inspection will not be placed in the NRC
Public Document Room.
