Brunswick Steam Electric Plant, Units 1 and 2 By letter dated March 20, 1986, you provided additional information relative to Brunswick Steam Electric Plant compliance with the criteria of Generic Letter 84-09, "Recombiner Capability Requirements of 10 CFR 50.44(c)(3)(ii)".

This information was requested by the NRC staff in a meeting with Carolina Power and Light Company on January 14, 1986. A concern was expressed by the staff at that meeting that the post-accident switch-over from air to nitrogen for the pneumatic control system within the drywell does not meet the intent of the Generic Letter 84-09 criteria regarding removal of oxygen sources from primary containment.

We.have reviewed your submittal of March 20, 1986 along with your previous submittals of June 8 and June 27, 1984 and March 1 and July 18, 1985 in response to Generic Letter 84-09. The results of.our review are provided in the enclosed Safety Evaluation. We have determined that the nitrogen switchover system, as currently designed, does not meet Criterion 3 of Generic Letter 84-09. We therefore conclude that all potential oxygen sources, including the instrument air system, should be removed from the primary containment, or recombiner capability consistent with Generic Letter 84-09 should be provided to demonstrate compliance with 10 CFR 50.44. An acceptable method to assure removal of oxygen sources from containment is described in the Safety Evaluation. We request that you provide your commitment and schedule for removing the oxygen sources from the primary containment or providing hydrogen recombiner capability within 45 days of receipt of this letter.
