USE OF ENERGY ABSORBERS AT PEACH BOTTOM DURING UPCOMINGREFUELINGOUTAGE(FEBRUARY 1987)

Re: Peach Bottom Atomic Power Station, Units 2 and 3 By letter dated August 13, 1986, you responded to our letter dated November 13, 1985. You conclude in your letter that " existing Regulatory Guides 1.61 and 1.92 permit the use of energy absorbers under the provisions of 10 CFR 50.59(a)."

Our letter of November 13, 1985 provided comments on the use of energy absorbers which directed your attention to the difficulties of. installing energy absorbers at Peach Bottom under the provisions of 10 CFR 50.59(a). We must again point out the need to demonstrate the applicability and validity of all computer programs used to determine ~ the number and location of the energy absorbers in a given piping system (refer to Standard Review Plan, Section 3.9.1, Office of Nuclear Reactor Regulation, NUREG-0800, July,1981). We also believe there are technical issues remaining to be addressed.-

Should you elect to proceed with the installation of energy absorbers under 50.59(a), the Region, with NRR assistance will rigorously review any and all Peach Bottom Safety Evaluations supporting the replacement of snubbers with energy absorbers. to assure that all computer programs meet ~ the' verification requirements as outlined in the Standard Review Plan, and that'an adequate technical basis for use of the energy absorbers has been established and documented.

If you wish to request our review and approval please_ inform the Peach Bottom Project Manager (R. Clark at 301-492-8298) promptly so that we can attempt to meet your proposed installation schedule.
