APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
The proposed changes to Section 6.2 on pages 257-248 and Figure 6.2-1 on page 260 add an Assistant Shift Supervisor with a Senior Reactor Operator license to the plant organization and provide additional administrative controls concerning assignment of personnel involved in fuel movement.
These changes incorporate previous commitments regarding the requirements of NUREG-0737, item I.A.l.3.
The proposed change pages to the Technical Specifications are Attachment I to this application.
The Safety Evaluation for this change is included as Attachment II.
