Docket No. 50-285 l Special Report on Inoperability l of Fire Barrier The Omaha Public Power District, holder of Operating License DPR-40, submits l this special report pursuant to the requirements of Fort Calhoun Station Unit I No. 1 Technical Specification 2.19, " Fire Protection System".

Fort Calhoun Station Unit No.1 Technical Specification Section 2.19(7)

! requires that; "All penetration fire barriers protecting safety-related areas shall be functional (intact). With a penetration fire barrier nonfunctional, within one hour, either establish a continuous firewatch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side of the penetration and establish an hourly firewatch patrol. Re-store the nonfunctional penetration to functional status within seven days, or /

prepare and submit a report to the Nuclear Regulatory Commission pursuant to Section 5.9.3 of the Technical Specifications, within an additional 30 days, outlining the cause of the inoperability and the plans for restoring the system to operable status". This report is being submitted pursuant to this l requirement.

, On September 15, 1986, during the performance of ST-FP-10, "Halon Systems l Surveillance", a previously unidentified fire damper was discovered in the switchgear room HVAC System. Since the damper had not been inspected during the previous 18 month inspection period, it was declared inoperable.

Operability of appropriate fire detectors was verified, and an hourly firewatch patrol was initiated. Subsequently, the damper was inspected and determined to be operable.

., e Mr. Robert D. Martin LIC-86-534 Page 2 An investigation was conducted to determine why the damper had nc,' been pre-viously identified. A review of the system drawings revealed-tJfit the damper had been given a special damper designation instead of the usual fire damper number and was therefore not shown on the fire damper schedule. Further in-vestigation showed that there were eight other damper locations with the same special designation. Field verification of the eight other locations found seven additional fire dampers which were also not on the fire damper schedule.

These dampers were inspected and determined to be operable as they were found.

The remaining location, a 12" x 8" duct penetration in the fire barrier wall separating fire areas 36A and 36B, did not have a damper installed, thus ren-dering the fire barrier inoperable.

The hourly firewatch patrol was in effect throughout the investigation and cur-rently remains in effect. A fire damper will be installed in the duct under EEAR FC-86-84. It is anticipated that the installation will be completed by March 1, 1987. To preclude further occurrences of this nature, the system drawings have been field verified and updated, the dampers in question have been given fire damper numbers and have been added to the fire damper schedule and surveillance test.

The fire barrier has been inoperable in excess of seven days and an hourly firewatch patrol has been maintained in the affected fire areas. A follow-up report detailing corrective actions and including a safety evaluation will be issued within 30 days of completion of all work. This special report is being issued within the time limit specified in Technical Specification 2.19(7).
