Dear Mr. Denton:

The referenced letter requested additional information concerning the VEGP training program. This information is provided below.

The two day course and associated lesson plans which were previously submitted address the classroom presented material for the VEGP mitigation of core damage training program. The course and lesson plans are designed to meet the criteria for training for mitigating core damage contained in Enclosure 3 of H. R. Denton's letter of March 28, 1980, (TMI Action Item I.A.2.1).

The Westinghouse Owners Group Emergency Operating Procedures (EOPs) provide guidance to the operators on actions to take to recognize and mitigate core dama ge. Training on these Emergency Operating Procedures is conducted as a part of the Control Room Operations Course discussed in the FSAR. This additional training time spent on simulator practice and evaluations using the E0Ps reinforces the TMI Action Item I.A.2.1 topics at an operational level.

Enclosed are selected portions of our E0P training materials which should address concerns for the need to supplement the TMI Action Item I.A.2.1 training.

The evaluation of fuel handling systems training lesson plans indicated some apparent deficiencies in training related to actual fuel handling. Training and qualification of fuel. handling personnel takes into account various programs. Radiation protection and industrial safety topics are covered in the General Employee Training Course. A specific Fuel Handling Operator and Fuel Handling Supervisor Qualification Checklist has been prepared and used to ensure that,the fuel handlers and supervisors have adequate training and on the job training to safely handle fuel. The checklist includes actual hands on equipment checkouts. These lesson plans and the Fuel Handler Qualification Checklist are enclosed for review.

GN-1138 Page 2 FSAR Amendment 26 incorporated issues related to instructor qualification and requalification, nonlicensed personnel training, and records of plant personnel training that were discussed in the teleconferences on July 28 and 31, 1986. This amendment was issued on October 20, 1986.

The comments and additional material enclosed with this letter along with FSAR Amendment 26 should be sufficient to resolve all of the issues associated with Open Item 17 (SSER 3).
