Gentlemen:
This refers _ to the. inspection conducted by Messrs. James A. F. Kelly and
A. B. Earnest of this office during the periods April 20 and 27 through May 1,
1987, of activities authorized by NRC Construction Permits CPPR-128 and
CPPP.-129 for South Texas Project, and to the discussion of our findings with

Mr. A. O. Hill and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included security plan and procedures,
management effectiveness, security organization, audits, records and reports,
testing and maintenance, locking systems, physical barrier
protected area,
physical barriers - vital areas, power supply, lighting, compensatory measures,
j
assessment aids, access control
personnel, access control
packages, access
J
control - vehicles, detection aids
protected area, detection aids - vital
areas, alarm stations, communications, personnel training and qualifications,
safeguards contingency plan, and the protection of safeguards information.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
,
observations by the NRC inspectors.
The inspection findings are documented in

the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were
identified.
The material enclosed herewith contains Safeguards Information as, defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals.is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will not be placed in the Public Document Room.
