SUBJECT:

SAFETY PARAMETER DISPLAY SYSTEM (SPDS)

When the staff issued its Safety Evaluation (SE) dated June 7, 1985, regarding Fort Calhoun's Safety Parameter Display System, two open issues were identified that required further action on OPPD's part. One of these issues was in the area of human factors identified as confirmatory item No. 1 in the SE. Your submittals of January 28, August 15, and September 5, 1986 addressed the concerns identified in that item.

The staff has completed its review of these submittals and determined that you have satisfactorily addressed the concerns and that your submittals are acceptable. This completes our review of this issue and confirmatory item no. 1 of the SPDS Safety Evaluation dated June 7, 1985 is considered closed and no further action concerning this matter is required by you.

Implementation of the results of this action is considered to be a part of the SPDS implementation program that calls for complete implementation by September 1987. Two areas that must still be addressed are confirmatory item no. 2 dealing with isolation devices and the SPDS parameter list. Both of these items may require hardware changes during a plant outage that could possibly s~.ip this implementation date into the fall of 1988.

Our Supplemental Safety Evaluation is enclosed.
