Dear Mr. Denton:

A General Electric Topical Report entitled "LaSalle Unit 2 Fine Motion Control Rod Drive Demonstration Test Description NEDO-31130" was submitted for your review and approval by reference (a). Supplemental information was provided by references (b), (c) & (d). These submittals provided information on the proposed plant modification and the effect on installed systems and proposed test performance, and serve as the basis for a planned operating license change.

The NRC Staff approved by reference (e) the above described submittals and accepted the proposed plant modification and the proposed Fine Motion Control Rod Drive (FMCRD) Demonstration Test for one cycle of operation at LaSalle Unit 2.

Prior to FMCRD installation, the Staff required reviea of the Technical Specification changes.

e Mr. H. R. Denton October 16, 1986 The purpose of this letter is to submit a proposed change to the Technical Specifications and to request an amendment to License NPF-18, for LaSalle Unit 2, in accordance with the provisions of 10 CPR 50.59 and 50.90.

The attachment provides a brief description of the proposed amendment, and evaluation per 10 CFR 50.92(c) for involvement of no significant hazards consideration. The changes to the Technical Specifications and bases for the new Technical Specifications are also included.

In accordance with the provisions of 10 CFR 50.30, three (3) signed and affirmed originals and forty (40) copies of this letter and the attachments are enclosed.

In accordance with 10 CFR 170.21, a fee remittance in the amount of

$150.00 is enclosed with this letter.

ATTACISBNT A BACKGROUND The proposed test will consist of replacing an existing peripheral locking piston control rod drive (LPCRD) module with a Fine Motion Control Rod Drive (FMCRD) module during one plant fuel cycle. The purpose of the test is to demonstrate the capability of the FMCRD module in a reactor environment.

The scram and step movement of a LPCRD is accomplished entirely by hydraulic mechanisms, whereas the FMCRD scram function is acconglished hydraulically and by means of an electrical motor, which also serves to move the FMCRD in steps.

DISCUSSION The proposed amendment incorporates three additional Special Test Exceptions (3/4.10.8, 3/4.10.9 and 3/4.10.10) which are necessary to allow testing of the fine motion control drive at the control rod location 02-43.

During the second full cycle this peripheral location having a low reactivity worth of less than 0. % delta k/k was specifically chosen in order to avoid any reactivity safety concern. Special Test Exception (STE) 3/4.10.8 allows bypass of the FMCRD in the Rod Sequence Control System (RSCS) and programming out of the Rod Worth Minimizer (RWM), STE 3/4.10.9 provides for determination of the Shutdown Margin with an increased allowance for the withdrawn worth of the FMCRD, and STE 3/4.10.10 provides for disarming the FMCRD motor electrically in case of not meeting the shutdown margin requirement. Operational Conditions applicable to the Technical Specifications 3.1.3.1 through 3.1.3.7 are marked with footnotes to reflect incorporation of these exceptions. The Technical Specification 3.9.1 is modified to assure that the core alterations for control rods other then the FMCRD can proceed only after the FMCRD is fully inserted and its motor disarmed electrically.
