Technical Specifications.
The subject Technical Specification Change Request results from two separate concerns identified in the following documents;
- 1) IE Inspection Report 50-219/85-36, Section 6.3.2; which identified a concern relating to the Core Spray System testable check valves.
- 2) Letter, Zwolinski to Fiedler dated December 18, 1985; requesting a wording change to align with present terminology in 10CFR50.73.
Additionally, on June 1, 1987, GPU Nuclear reorganized its non-plant i
divisions to elevate the emphasis on Nuclear Safety and provide for a more efficient and effective corporate organization.
The reorganization was discussed per telecon with NRR on May 29, 1987, and Region I on June 1, 1987.

GPUN requests that this Technical Specification Change Request be approved by August 28, 1987.
To allow sufficient time to revise plant procedures resulting from this change, a 30 day delay in the implementation of i
the non-administrative changes is requested.
The Administrative changes associated with the reorganization and terminology update will be in place on the date of issuance of the resultant amendment.
This Technir?I specification Change Request has been reviewed and approved by Responsible Technical and Independent Safety Reviewers in accordance with Technical Specification section 6.5.
A check for $150.00 is attached to cover the fee required for the review of our application for this Technical Specification Change Request.

Extent of changes:
a.
Section 4.3.G is being revised to add an additional condition which would require performing the existing leak tests on the Core Spray i
Testable Check Valves.
b.
Figure 6.2.1 and Notes to Figure 6.2.1, Figure 6.2.2, Section 6.3.1, 6.5.3.1, and 6.5.4.6.are being changed to reflect a GPU Nuclear reorganization.
c.
Section 6.10.1.c is being revised to replace the words " Reportable Occurrence Reports" with "All Licensee Event Reports".
3.
Changes requestei Replace old pages 4.3-2, 6-3, 6-4, 6-5, 6-6, 6-7, 6-12, 6-14 and 6-19 with the new pages attached.

Discussion:
A.
As discussed in IE Inspection Report 50-219/85-36, Section 6.3.2, air operated check valves have failed to seat due to debris lodged on their seat after opening for actual flow conditions.
Additionally, Franklin Research report TER-C5357-252 (Rev. 1) recommended testing this type of valve after a disc movement.
GPUN agrees that this testing is a prudent measure and requests this additional testing requirement to be added to the Oyster Creek Nuclear Generating Station Technical Specifications.
b.

On June 1,1987, the management of GPUN created two new divisions: the Division of Planning and Nuclear Safety; and the Division of Quality &
Radiological Controls.
Concurrent'with this action, the management realigned the Nuclear Assurance, Administration, and Radiological and Environmental Controls functions within GPU Nuclear.
In order to assess the effects of this reorganization, each division will be described with its revised functional responsibilities in the organization.
Further, the effects of this action will be assessed to l
determine the impact, if any, on the safety function of the GPUN organization.
t The function of the new Division of Planning & Nuclear Safety assumes i
several key corporate-wide activities.
The Division includes Nuclear i
Safety Assessment, Licensing & Regulatory Affairs, and Long Range Planning.
Integration of these activities, separate from other i
functional Divisions, is intended to enhance the overall corporate planning and prioritization with a strong focus on nuclear safety.
The f
Division is charged to develop the capability to analyze information and data pertaining in any respect to the enhancement of nuclear safety, and make recommendations for improvements to the safety of GPU Nuclear Operations.
The functions and responsibilities described in Licensing Basis Documents for the applicable groups in this Division remain essentially unaltered.
i The new Division of Quality & Radiological Controls will assume the 4
functions of Quality Assurance, Emergency Preparedness, and Radiological l
& Environmental Controls. As these functions are not altered by the reorganization, the creation of this division is an administrative change to align similar safety line functions under one vice-president.
1 The Technical Functions Division provides a centralized technical 1
capability to support the GPU Nuclear f acilities.
In the reorganization, the functions of licensing and long range planning are transferred from this Division; however, the Division still retains the general mechanical, civil, electrical and instrumentation, engineering mechanics, and chemistry / materials responsibilities.
Further, the Division will continue to provide technical support in the areas of nuclear fuel management, computer applications and human engineering, risk analyses, environmental qualification, plant analysis, and project engineering.
The actual effect of the reorganization was only a transfer of responsibilities for Licensing and Long Range Planning to i
the newly formed Division.
Functional responsibilities of the Maintenance, Construction and Facilities Division include accomplishment of all plant modifications, maintenance, repair, and construction activities as assigned in accordance with corporate policies.
These responsibilities were not changed by the reorganization.
The onsite plant Division organization was changed by the reorganization.
The reporting responsibilities of the Core Manager were changed from Plant Engineering to the Technical Functions Division.
This change was administrative, and does not alter the function or responsibilty of this position as described in Licensing Basis Documents.

The Administration. Division provides support in the areas of security, l
materials management, personnel and general administrative functions, and was expanded to include the Training and Education functions. This realignment was made to consolidate similar line functions under one vice-president.
This change was administrative in nature, and does not l
affect the safety function of the organization.

The Communications Division will retain responsibility for the news media, state and local government officials, and citizen's groups.
There are no changes to the functions of this Division by the i
reorganization.

Nuclear.

Extent of Change - Section 4.3.G is being revised to add an

additional test requirement to the' existing Technical Specifications for the Core Spray Testable Check Valves.
The new requirement specifies testing for leakage whenever the valve is moved, regardless of cause.

Discussion - This request is being made at the recommendation of the USNRC as documented in IE Inspection Report 50-219/85-36, page 21.
GPU Nuclear agrees that the additional testing is appropriate.
C.
Determination - GPU Nuclear has determined that this request involves no significant hazards in that this request would not:
I 1.
Involve a significant increase in the probability or consequences of an accident previously evaluated.- To the contrary, the additional testing requirements decrease the probability of an accident, and do not affect the consequences of an accident.
2.
Create the possibility of a new or different kind of accident from any previously evaluated.
The new requirement is one of frequency, utilizing existing approved test methods.
3.
Involve a significant reduction in the margin of safety.
The additional testing does not affect the margin of safety.

Extent of change - These are purely administrative changes.
No change in function is proposed, only a change in organization and title is requested.

Determination - As these requests are purely administrative and involve no technical changes, no new increase in the probability nor consequences of an accident is affected.
No new kind nor previously unanalyzed accident is affected. No safety margin of an analyzed accident is af fected.
