Docket Nos.: 50-498 and 50-499 007 7 7 7ggg Mr. J.P. Goldberg, Group Vice President-Nuclear Houston I.ighting and Power Company P.O. Box 1700 Pouston, TX 77001 E

Dear Mr. Goldberg:

This is with reference to your letter of August 28, 1986, in which you informed the NRC staff that the containment spray sump additive tank has been deleted from the South Texas design. You requested an expedited review because the pro. ject schedule could be impacted if the staff did not approve the deletion.

The information you submitted is being reviewed by the staff. At the same time, the staff is also considering a change to the Standard Review Plan (SRP)

Section 6.5.2 which would modify the acceptance criterion for the pH control of the sump. The design change you propose brings the South Texas equilibrium sump pH into the acceptable range of the modified criterion. Staff action on the change to the SRP Section 6.5.2 is expected to be completed before the licensing date for South Texas, Unit 1. Barring problems in the technical content of your submittal or in the successful revision of the SRP Section 6.5.2, the design change you propose appears to be acceptable. If such problems do arise, a mutually acceptable schedule for corrective actions would then be negotiated.

Please contact Prasad Kadambi of my staff if you have any questions.
