SUBJECT:

ZION NUCLEAR POWER STATION, UNITS 1 AND 2 - MATERIAL PROPERTIES FOR FRACTURE TOUGHNESS REQUIREMENTS FOR PROTECTION AGAINST PRESSURIZED THERMAL SH0CK EVENTS, 10 CFR 50.61 By letter dated January 17, 1986, the Commonwealth Edison Company (CECO) submitted information required by 10 CFR 50.61. The staff reviewed the submittal and found the copper and nickel contents unacceptable. A follow-up meeting on October 3,1986, did not resolve the issue and another submittal, including WCAP-11350, was received by letter dated December 29, 1986. The staff reviewed your December 29 submittal and again concludes that the reported values of copper and nickel content are not acceptable and that when is evaluated using proper values, the Zion Unit 1 vessel will reach the RT@ning criterion before the end of licensed life.

sc Our detailed evaluation is combined in the enclosed Safety Evaluation.

CECO, therefore, should submit plans for further flux reduction for Zion Unit 1.

The Zion Unit 2 vessel has the same controlling material, but the reported fluence is low enough to prevent reaching the screening criterion at end of licensed life.
