TRIP REPORT TO MAXEY FLATS, MY 9,1978 On May 9,1978, I accompanied James Thomas (LLW), Harry Landon (RES),

and Jerry Davis (RES) to Maxey Flats to discuss "an investigative program at the Maxey Flats Radioactive Waste Burial Faciligy" with Richard M. Fry of Kentucky Bureau for Health Services., Department of Ruman Resources and Bob Berlin of Danes and Moore, i

Study tasks that NRC would sponsor, funding, task schedules, public i

relations strategies, and project coordination were discussed. It ,

A was concluded that Richard Fry should coordinate all engoing and 1 planned studies on the Maxey Flats shallow land burial site or delegate that responsibiltty to a subcontractor (probably Dames and Moore, who appeared willing and, from past experience, able to handle such project coordination) . Jerry Davis and Harry Landon were satisified that con-flict of interest would not be a problem if Dames and Moore played the role of studies coordinator. Davis was uncertain as to whether funding could be accomplished by " inter-agency" methods or ' contracts" and pro-

[ mised to look into that matter.

Task I. - Water and Mass- Balance Studies. Task III - Atomospheric Stodies, i and Task V - Trench Studies were the three tasks to be funded by NRC with the possibility of other tasks pending. Dames and Moore were encouraged to uegin work on Task I, as far as securing locations and squipment for measurement stations, as soon as possible. Danes and Moore agreed to a more condensed schedule, (approaching 15 months) which would be a fuoction of funding ,available manpowered company resources, and the study PERT or CPM.
