Gentlemen:

y Thank you for your letter dated September '15,1986, in response to our

August 25, 1986 letter which concerned the receipt of allegations pertaining to the activities at the Clinton Power Station authorized by NRC Operating License No. NPF-55.

In our letter we requested that you investigate the facts concerning an allegation that Region III received which involved an Illinois Power contract employee's alleged use of cocaine (Allegation RIII-86-A-0122). The allegation was in three parts:

(1) cocaine was used; (2) the individual had been selected for drug testing, but avoided giving a sample; and (3) the. individual's supervisor did not take any action when the individual missed his drug screening test.

Your letter described the results of your investigation into the facts of the allegation. You reached the following conclusions:

(1) The contractor's alleged use of cocaine or other illicit drugs could not be determined, however, the individual's observed behavior provided no outward manifestation of illicit drug use or other aberrant behavior and there was nothing unusual about the individual's character of work.

(2) There was no record of the individual being randomly tested nor having refused to take a random drug screening test.

(3) The individual's supervisor had no knowledge of the individual's alleged refusal to take a random drug screening test.

We agree with your conclusions although we did have ancillary questions concerning the type of controls and programmatic reviews to which the individual's work was subjected to insure quality. However, further coordination with your licensing staff on October 2 and 14,1986 assured us that the controls and reviews were adequate to insure the quality of the individual's work,

We, therefore, conclude that part (1) of the allegation could not be substantiated and parts (2) and (3) were not substantiated.
