This refers to the inspection conducted by J. C. Harper of this office on February 19, 1987, of your facility in Blue Island, Illinois and to the discus-sions of our findings with Mr. R. A. Ruter of your staff at the conclusion of the inspection.

The inspection resulted from a November 1986 Virginia Electric and Power Company (VEPCO) Part 21 report regarding laminations in ASTM A36 carbon steel W10X49 wideflange members produced by Inland Steel and supplied by Rockwell Engineering (RE) to North Anna for a new service water spray array system. This one day inspection was conducted to obtain essential supplemental information needed to complete the inspection of Inland Steel and does not cover the depth and breadth of a typical inspection. Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews

'. with personnel, and observations by the inspector.

DuringtheinspectionitwasfoundthattheimplementationofyourQAprogram failed to meet certain NRC requirements. Three violations and three noncon-fonnances were identified. The violations were identified as a failure to have a procedure for evaluating and reporting deviations and defects as required by 10 CFR Part 21. The nonconformances were identified in the area of personnel qualifications, nonconforming materials, and failure to impose the requirements of 10 CFR Part 21 and 10 CFR 50 Appendix B on sub-tier vendors. The specific findings and references to the pertinent requirements are identified in the enclosures to this letter.

The enclosed Notice of Violation is sent to you pursuant to the provisions of Section 206 of the Energy Reorganization Act of 1974. You are required to submit to this office within 30 days from the date of this letter a written statement containing: (1) a description of steps that have been or will be taken to correct these items; (2) a description of steps that have been or will be taken to prevent recurrence; and (3) the dates your corrective actions and preventive measures were or will be completed. Consideration may be given to extending your response time for good cause shown.
