PURPOSE FOR WHICH LICENSED MATERIAL WILL BE USED.

A through C will he used for laboratory and instrument calibrations. This elininates the use of these isotopes in field studies.

INDIVIDUAL RESPONSIBLE The Radiation Safety Officer is responsible for the Radiation Safety Progran at the Environnental Monitoring Systens Laboratory. He derives his authority from the Director and is the Director's authorized representa-tive regarding neasures concerning radiation protection. Robert E. Dye is the current Radiation Safety Officer and a copy of his resume is en-closed for your infornation.

8 TRAINING Licensed naterial at EMSL is used only by individuals designated by the Radiation Safety Connittee. These individuals either have sufficient experience or training or they work under the direction of experienced personnel when using the sources.

Wearing the prescribed personnel nonitoring equipment such as TLD's, film badges and pocket dosineters.

Each individual user shall utilize all appropriate protective neasures, including the following:

Shall wear protective clothing required by the RSO.

Exanple: Protective coveralls, boots and impervious gloves shall he worn when handling druns of radioactive waste.

2.

Shall be fitted for respiratory protection by REECo Environnental Sciences Department prior to the start of a study involving radioactivity.

Respiratory protection will he worn during operation when deemed necessary by the RSO.

3.

Shall maintain good personal hygiene and report to the RSO any skin cut or abrasions prior to handling radioactive material.

4 Investigator shall submit background biological samples and whole body count either sadium iodide or phoswich detector as appropriate prior to each experinant or on a frequency determined by the RSO.

FACILITIES AND E0UIPMENT The facilities and equipment are the same as those listed in our license application dated July 23, 1981, with one exception. The experimental farn and laboratory complex located at the Nevada Test Site should be eliminated from the license. Therefore, the licensed naterial will be used only at the licensees' facility at the Environnental Monitoring Systens Laboratory, 944 East Harnon Avenue, Las Vegas, NV.

10 RADIATION SAFETY PROGRAM The Radiation Safety Progran is structured along the same lines as the Health and Safety Progran.

Mr. Robert E. Dye is the Radiation Safety Of ficer.

The Laboratory has a Radiation Safety Connittee which consists of the following:

The Radiation Safety Connittee established within EPA facilities shall have jurisdiction over all radiation sources and activities in areas under their cont rol. Functions' of,this connittee include, but are not limited to, the following:

a.

Review and act on all applications for use of radionuclides, including review and approval of the qualification of users, prospective users, facilities, procedures and equipment involved.

b.

Receive and review periodic reports from the RSO on nonitoring, contanination and personnel exposure.

When a research scientist plans an experiment that includes radioisotopes, he first writes a protocol which is submitted to the Radiation Safety Officer.

He nakes sure that our Byproduct Material License allows us to possess this particular isotope and in the quantities the scientist wishes to use.

Each quarter the Radiation Safety Connittee meets and studies and discusses any protocols that have been submitted. After it has been approved, Health Physics assistance is assigned to the project, provision is made for bioassays, sanples and whole body counting of the people involved, and radiation nonitors are assigned.

For day-to-day radiation safety in the labs, we have a Radiation Safety Manual that is available in each lab for the use of the personnel.

A routine inspection of the laboratory is perfarned with snear samples of the entire facility taken on a nonthly basis.

All radioactive source material is received in the Radiation Safety Office, nunhered and an isotopic inventory is naintained for our Laboratory.

Dosimetry records, bioassays results and whole body counts are perforned on routine intervals and results naintained in the Radiation Safety Office.

11. WASTE MANAGEMENT Very little waste is produced at the.EMSL.

That which nust be disposed of is transported per the applicable regulations to the DOE Nevada Test Site Disposal area for processing.
