Gentlemen:
This refers to the _ inspection conducted by Mr. D. E. Norman of this office
during the period of February 9-13, 1987, of activities authorized by NRC
Operating License NPF-58 for Waterford 3, and to the discussion of our findings
with members of your staff at the conclusion of the inspection.
Areas examined during the inspection included a followup to your commitments in
,
'
response to IE Bulletin 85-03.
Within these areas, the inspection consisted of
selective examination of procedures and representative records, interviews with
personnel, and observations by the NRC inspector.
The inspection findings are
documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were i~n
violation of NRC requirements.
Consequently, you are required to respond to
this violation, in writing, in accordance with provisions.of Section 2.201 of
the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
Your response should be based on the specifics contained in the Notice of
Violation enclosed with this letter.
Two unresolved items are identified in paragraphs 2.c(2) and 2.(d) of the
enclosed inspection report.
With reference to paragraph 2.(d) of the enclosed inspection report, it appears
that you may have a significant weakness in implementation of quality program
requirements related to testing and maintenance of motor operated valves. We
intend to follow up in this area to determine whether a programmati.c deficiency

exists with respect to these valves and other safety-related components.
You
should review your QA program and take corrective action-if other deficiencies
of the nature we have described exist
The response directed by this letter and the accompanying Notice is not subject
to the clearance procedures of the ffice'of Management and Budget as required
by the Paperwork Reduction Act o 'l 80, PL 96-511.
