DOCKET NO.: 50-302 This acknowledges the receipt of your letter of July 25, 1986, which transmitted Revision 4-06 to the Crystal River Physical Security Plan.

Our review of the changes has found them to be consistent with the provisions of 10 CFR 50.54(p) except for those changes in Chapter 11.

Our concerns were discussed with Ms. P. Haines on September 16, 1986, and further discussed during a meeting between our staffs on October 8, 1986, in the Region II Office.

It is our understanding that Chapter 11 will be revised to further delineate vital area barrier inspections.

The enclosure to your letter is being withheld from public disclosure because it contains Safeguards Information and must be protected in accordance with the provisions of 10 CFR Part 73.21.

Should you have any questions concerning this letter, we will be glad to discuss them with you.
