Dear Mr. Sells:

Control Room Carpeting for the Fort Calhoun Station 07aaha Public Power District has modified the control room at Fort Calhoun Station by installing new carpet. The use of carpeting in the control room is recommended by Reference 2. Because OPPD is committed to Reference 3, we intended to procure cai peting in accordance with Refnence 3, Sect ion 9.1. (d),

which states that interior finishes should be non-combustible or listed by a nationally recognized laboratory for flame spread, smoke and fuel contribution of 25 or less in its use configuration as determined by Reference 4. However, per discussions with carpet manufacturers, carpet testing per Reference 4 produces unreliable results.

The National Fire Protection Association has recognized that carpet testing requires a special test. NFPA has established Reference 5 which adopts a minimum of 0.45 watts per square centimeter as an acceptabl ..easure of critical radiant flux for Class I interior floor finishes. This measurement is made in accordance with Reference 6. Because this standard is different than that specified by Reference 3, OPPD discussed the use of Reference 6 with Mr. Kubicki of the NRC staff. Mr. Kubicki concurred with our use of Reference 6, stating that we should document this in a letter to the NRC. Accordingly, this letter is being sent. The certification of the carpeting that is installed in the control room has been included as Attachment I to this letter. .
