JUSTIFICATION AND SAFETY ANALYSIS i
The proposed change to Specifications 4.5.1.1.1c and 4.5.1.2.lc are to allow the implementation of planned modifications due to the Control Room Design Review /-
Human Engineering Deficiency program. The modification, required by NRC, already implemented on Unit I and planned for the 1987 Unit 2 re fueling outage, will install a power disconnect switch on the control board for the cold leg
. accumulator. discharge isolation valves. Presently, the Specifications specify that the power is to be verified removed from the isolation valve operators by i
removal of the breaker from the circuit. The installation of the modification will make this an unnecessary step as the operators will be able to remove power and verify that power is removed from the control board without physically removing the breaker from the circuit.
In accordance with the requirements of 10 CFR 50.91, following is an analysis to support the conclusion that the proposed amendments do not involve a significant hazards consideration as defined by 10 CFR 50.92:
The proposed change would not involve a significant increase in the probability or consequences of an accident previously evaluated. The change would allow opera-tors an alternative means of ensuring the operability of the cold leg accumula-tors. The proposed change would not create the possibility of a new or different kind of accident from any accident previously evaluated. The only hardware change is to allow operators an alternative means of carrying out a surveillance that is presently required to ensure safety system operability.
The proposed change would i
not involve a significant reduction in a margin of safety. The change would allow an alternate means for meeting a required surveillance and would not affect any safety margins.
l Based upon the preceding, Duke Power Company concludes that the proposed amend-I ments do not involve a significant hazards consideration as defined by 10 CFR 50.92.
