This refers to the routine safety inspection conducted by C. H. Woodard of this

office on May 4-14, 1987, of activities authorized by NRC License No. CPPR-107
(
and to the discussions of our findings held by C. H. Woodard with J. Corcoran

of your staff at tho conclusion of the inspection, and to subsequent telephone
discussions between J. Corcoron and C. Woodard on May 20 and May 28, 1987.

Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, no violations were observed.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with your commitments, as set forth in the
Notice of Deviation, enclosed herewith as Appendix A.
It appears that PECO has not fulfilled an October 22, 1981 letter commitment
to NRC to correct the class 1E undervoltage levels by June 1986.
You are
requested to respond to this deviation following the instructions provided in
'

Appendix A.
Information contained within the enclosed inspection report has been discussed
with Mr. J. Corcoran of your staff.
During this discussion, it was concluded
that the inspection report contained no information that you considered
proprietary; therefore a copy of this letter and its enclosures are being
placed in the NRC's Public Document Room.
