LICENSE CONDITION ON TRAFFIC CONTROL FOR EMERGENCY PLANNING On May 7, 1986 the NRC's Atomic Safety and Licensing Appeal Board issued a decision (ALAB-836) which contained a license condition concerning traffic control in the area of Route 100 and the Downington interchange of the Pennsylvania Turnpike. The NRC staff then requested the assistance of the Federal Emergency Management Agency (FEMA) in verifying the satisfactory resolution of this condition. On September 2, 1986, FEMA responded to our request as stated in the enclosed memorandum.
The NRC staff will respond to the Appeal Board by separate correspondence regarding verification that the license condition has been met. However, we note that the FEMA response also indicates that State officials have identified a further traffic control concern involving traffic exiting the turnpike at the Downington interchange.
FEMA notes that corrective actions are underway to resolve this concern. Nevertheless, we are providing this information to you with a request that you coordinate planning efforts with offsite authorities to ensure that this concern is resolved in a timely manner.

Limerick Appeal Board Decision This metrorandum is in response to your request of July 29, 1986, rcyarding the establishment of additional traffic controls in the area of Route 100 and the Downingtown interchange of the Pennsylvania Turnpike. This issue has been made a licensing condition by the Atomic Safety and Licensing Appeal Board.
The latest Chester County Radiological Emergency Response Plan for Incidents at the Limerick Generating Station reflects the fact that three Pennsylvania State Police officers will man a traffic control point at Route 100 and the Downingtown interchange of the Pennsylvania 1brnpike. Conversations between the FEMA Region III staff and officials of the Pennsylvania Emergency Management Agency (PEMA) have confirmed the fact that the Ibwningtown interchange is beina reconstructed as part of a o"neral traffic control improvement plan.
Additional discussions with PEMA representatives have revealed another traffic control concern. Although the State Police traffic control point will address traf fic travelling on Route 100, no specific plans have been forwarded to deal with traffic that wishes to exit from the turnpike at the [bwningtown interchange. A meeting between PEMA and the Pennsylvania Turnpike Connission is scheduled for early September to resolve this re-maining issue. Once we have received the results of this meeting fran PENA, this information will be forwarded to you.
