Subject: Combined Inspection Report Nos. 50-245/86-23; 50-336/86-29;
and 50-423/86-36
A routine safety inspection of your annual emergency preparedness exercise was
conducted by Mr. Thomas of this office and other members of an NRC team on
November 19-20, 1986 at Millstone Nuclear Power Station, Waterford,
Connecticut. Discussions of our findings were held by Mr. Thomas with you and
your staff at the conclusion of the inspection.
Areas examined during this inspection included observation of the annual
exercise, the subsequent ingestion pathway exercise and followup of findings
identified during previous emergency preparedness inspections and exercises as
described in the NRC Region I inspection report which is enclosed with this
letter. Within these areas, the inspection consisted of selective examinatiens
of procedures and representative records, interviews with personnel, and ob-
servation of the emergency exercise by team members.
Within the scope of this inspection, no violations were observed.
It was
determined that your emergency response actions were adequate to provide
protective measures for the health and safety of the public.

is appreciated.
