Dear Dr. Grace:

This letter is provided in response to NRC letter dated August 13, 1986, and a meeting on September 4, 1986 at the NRC Region II offices on the Virgil C.

Summer Nuclear Station Radiological Emergency Plan review. Based on the discussions of the September 4, 1986 meeting and the position of the NRC Staff on the Fission Product Barrier Approach to emergency classification, South Carolina Electric & Gas Company (SCE&G) will modify the Emergency Plan and implementing procedures by reinstating the previous classification scheme as presented in Revision 14. SCE&G disagrees with the assertion of the August 13, 1986 letter and the position taken at the September 4, 1986 meeting, and has requested by letter to Mr. James M. Taylor, Director, Office of Inspection and Enforcement, that this issue--namely, what constitutes a regulatory requirement in regard to emergency event classification--be resolved.

The revision to the Emergency Plan and implementing procedures, and the retraining of operations and key accident assessment personnel will be completed by December 13, 1986. The revision to the Emergency Plan and implementing procedures will be submitted to the NRC in accordance with the requirements of 10 CFR 50.54(q). Although SCE&G is taking action to revise the Emergency Plan and procedures and retrain key personnel, your assistance in the expeditious resolution of this issue would be appreciated.
